Due to the ever-expanding number of regulation applicable to government contractors, it imperative that companies and their employees have a firm grasp on how their actions or statements could affect the operation of their business.  Contractor personnel, such as contract negotiators, project managers, cost or pricing analysts, and even executives often encounter questions or concerns from the buyer about the scope of work, the evaluation of cost or price, accounting compliance, or the desire for changes to the work described in the contract.  In addition, the Government has shown a keen interest in recent years to investigate and enforce stricter compliance with the Truth in Negotiations Act (TINA), the False Claims Act, (FCA), and criminal laws related to procurement.
