Mr. Zankel helps companies build, access, operate and maintain communications networks and services. He leads communications service providers through various state regulatory approvals and advocates for clients in rulemaking proceedings.
Representing cable, wireless and fiber-optic service provider companies, Mr. Zankel guides clients in rulemaking, adjudicatory and application proceedings before the California Public Utilities Commission (CPUC) and other state public utility commissions. These proceedings relate to network deployment, market competition, service affordability, interconnection agreements, California LifeLine, California Advances Services Fund, California Teleconnect Fund and other issues. Mr. Zankel has helped secure state merger approvals for numerous companies. He has also secured numerous state and local approvals to build aerial and underground fiber projects.
Mr. Zankel has negotiated fiber asset purchase agreements, represented utilities in public policy and administrative litigation matters, and represented clients in government audits and investigations. He provides counsel on compliance matters involving California and other state communications laws and regulations.
Mr. Zankel also advises companies on legal and policy issues arising from the provision of services leveraging artificial intelligence applications (machine learning, deep learning, and neutral networks) deployed in wholesale and retail services, with recent focus on issues surrounding facial recognition, bot disclosure, and algorithmic accountability.
Mr. Zankel began his law career as a judicial law clerk with the CPUC, where he drafted decisions in various energy and telecommunication proceedings in California.
