Samuel S. Ungar is an associate in the Washington, DC office with diverse trial, appellate, and policy experience. As a member of the Government Controversies and Public Policy Litigation practice, he focuses on weaving quality legal advice, experienced policy counsel, and sharp strategic guidance to provide a unique perspective to his clients.
Mr. Ungar has represented several clients who have appeared before the United States Congress during high-stakes investigations, including a key witness in the first impeachment proceedings against President Trump in 2019, and has prepared senior executives at large multinational companies to testify before various congressional committees. He also maintains a broad litigation practice, representing corporate and individual clients in state and federal courts at both the trial and appellate levels, including at the merits stage before the Supreme Court of the United States. Mr. Ungar has separately provided strategic policy and legislative counsel to corporate and non-profit clients, including to a progressive economic advocacy group during a successful federal and state-level campaign.
Before graduating from law school, Mr. Ungar was a member of Hillary Clinton’s policy team during the 2016 presidential campaign, focusing on economic and domestic policy issues. He was a member of Secretary Clinton's general election debate preparation team in the fall of 2016, and successfully anticipated and drafted responses to lines of attack employed by her opponent. He was previously a member of the economic policy team at the Center for American Progress.
