John E. Rooney is a partner in the Energy Practice.  He has more than 20 years of experience counselling utilities in the development of strategy for regulatory proceedings and legislative initiatives.  He has served as lead counsel in numerous utility rate cases, and has served as counsel in appeals related to a variety of utility matters.  Prior to entering private practice, he was the Chief Administrative Law Judge for the Illinois Commerce Commission.

Mr. Rooney’s practice focuses on regulatory counselling, administrative trials, state court proceedings, and the development of regulatory and legislative strategies.  His experience, both as a former regulator and in working with clients in the natural gas, electric, and water industries includes the establishment of regulatory frameworks to promote infrastructure investment, developing market structures, and analysing alternative forms of regulation to respond to changing technologies and customer demands.

In addition to rate cases, he has served as lead counsel in many other regulatory proceedings, including the approval of several multi-billion dollar utility acquisitions; investigations of natural gas and electric utility operations, affiliate transactions, and accounting activities; prudence reviews of capital investment, and revenue reconciliations; electric transmission facilities siting; certification proceedings; electric, gas, and telecommunications retail market restructuring issues;  rate design investigations, and rulemakings. He also presided over many such proceedings while serving as an Administrative Law Judge.

Prior to joining Jenner & Block LLP, Mr. Rooney was a founding partner of Rooney Rippie & Ratnaswamy LLP, a firm that concentrated on energy and infrastructure matters.
