Jeffery Dennis is special counsel in the firm’s Energy Practice, focusing his practice on energy regulatory and commercial matters.  Clients in the electric and natural gas industries rely on his counsel on a range of issues, including business, regulatory, litigation, and enforcement and policy matters.  Mr. Dennis has extensive experience in guiding clients through the complexities of competitive wholesale electricity markets, from devising business and policy strategies to litigating disputes.  He is also an experienced appellate litigator, having presented oral argument in several complex energy regulatory cases in the US Court of Appeals.

Mr. Dennis has particular experience with the Federal Energy Regulatory Commission (FERC); for more than 10 years, he held numerous positions there.  Most recently, he was the Director of the Division of Policy Development from 2013 to 2015.  In that role, among other duties, he was responsible for devising and implementing agency-wide efforts to evaluate the effectiveness of FERC policies and identify new and emerging policy issues affecting FERC’s statutory responsibilities.  Previously, Mr. Dennis served as a legal advisor to FERC Commissioner John R. Norris, providing legal and policy advice on all aspects of FERC’s regulation of the electricity, natural gas, and oil pipeline industries.  Earlier in his career, Mr. Dennis was a lawyer in FERC’s Solicitor’s Office, briefing and arguing numerous cases on behalf of the agency in federal appellate courts.

Before joining the firm in 2017, Mr. Dennis was a senior leader in the Energy Regulation, Markets and Enforcement Group at a Washington, DC-based firm.
