Carla Weiss is an associate in the Government Contracts Practice. She represents large and small clients on a range of government contract issues, including bid protests, claims, investigations, and compliance.
Ms. Weiss’s experience includes successful bid protest litigation, internal investigations for defense contractors, and representing contractors and subcontractors in claims litigation against the government. Ms. Weiss advises contractors with False Claims Act filings, suspension/debarment proceedings, and assessing mandatory disclosure obligations. In addition, Ms. Weiss counsels clients on a variety of federal statutes, regulations and government contract-related matters, including FAR and DFARS interpretation, SBA small business and minority business programs and eligibility, and foreign sourcing requirements. She guides companies through export control matters, including voluntary self-disclosures of export violations, export licensing applications, ITAR commodity jurisdiction applications, and Commerce and OFAC sanctions restrictions. Ms. Weiss also advises clients on issues related to data privacy and cybersecurity, including health privacy compliance, social media policies, and breach notification obligations.
Prior to joining the firm, Ms. Weiss served as a law clerk to former United States Senator Arlen Specter at the Senate Judiciary Committee. Before beginning her legal studies, Ms. Weiss worked at the National Republican Senatorial Committee as the Special Assistant to the Chair, Senator Elizabeth Dole. She also interned with the White House Office of Public Liaison.
