Client Alert: The FY 2014 National Defense Authorization Act and the Budget Act: Modest Reforms And Lowered Comp Cap

On December 26, 2013, President Obama signed into law both the FY 2014 National Defense Authorization Act (FY 2014 NDAA or NDAA) and the Bipartisan Budget Act of 2013 (Budget Act).  Both laws were the subject of compromise and, by necessity, stripped of most controversial provisions to assure swift passage in the final few days before Congress recessed for the year. The authors, David A.
