"Climate Change Law in Review, 2009-2012: Obama's First Term Changes the Climate on Climate Change," Jenner & Block

In this paper, Jenner & Block Partner Gabrielle Sigel summarizes how climate change law evolved during President Obama’s first term  She focuses on three sources of law: (1) federal agency regulations and executive orders; (2) legislative activity in Congress; and (3) court decisions.  Climate change initiatives in the states during this period also are discussed.  She begins and ends the paper by reviewing actions taken through the Executive Branch, which implemented the most significant transformation of the nation’s climate change law.
