WASHINGTON, DC, August 12, 2022: Michelle S. Kallen will join Jenner & Block as a Partner in the Appellate and Supreme Court Practice on September 6. Ms. Kallen previously served as Solicitor General of Virginia where she led Virginia’s most critical litigation matters. Most recently, she served as Special Litigation Counsel in the US House of Representatives, representing the Select Committee to Investigate the January 6th Attack on the United States Capitol in litigation.

During her tenure in the Office of the Attorney General of Virginia as Solicitor General and Deputy Solicitor General, Ms. Kallen represented the Commonwealth in matters before the Supreme Court of the United States, the Supreme Court of Virginia, the United States Court of Appeals for the Fourth Circuit, the Eastern District of Virginia, and other state and federal courts. She successfully defended Virginia against challenges to the state’s COVID-19 response. She also served as lead counsel in election matters and in litigation to certify and publish the Equal Rights Amendment to the US Constitution.

Her unique slate of leadership positions in government provides Ms. Kallen with particular insight into multistate and constitutional litigation matters that are important to Jenner & Block’s clients. Her government experience also earned her and her team the National Association of Attorneys General Best Brief Award in both 2019 and 2020.

As Special Litigation Counsel representing the Select Committee, Ms. Kallen successfully defended the Committee in multiple notable matters, including attempts to block subpoenas for phone records and an effort to compel trial testimony from 16 lawmakers and congressional staffers.

Michelle bolsters our ability to provide strategic counsel to clients, especially those in the aerospace and defense, hospitality, technology, and transportation industries, in those venues and others.”

Ms. Kallen garnered a deep knowledge of state regulatory environments and extensive litigation crisis management experience during her government service. She represented Virginia in numerous multistate coalitions, working closely with counterparts in other states to navigate complex matters. 

“Michelle’s success in leading the Office of the Solicitor General proved her to be a strategic coalition builder and litigation crisis management leader,” said Firm Chair Thomas J. Perrelli, founder and co-chair of the firm’s Government Controversies and Public Policy Litigation Practice. “Being on the frontlines of government during COVID-19 and the 2020 election provided Michelle with a deep understanding of regulatory proceedings, the inner workings of government and administrative agencies, and how to both defend and challenge regulatory actions. She will be a tremendous resource for clients facing challenges at the intersection of the law, law enforcement, and government regulation.”

In addition to her public service, Ms. Kallen maintains an active pro bono practice and is committed to serving her community. She serves as a mentor for The Appellate Project and represented the Center for Reproductive Rights. Ms. Kallen is also a founding member of the Ad Idem Corporate Counsel Network, the Washington Area Women Trial Attorneys, and the Women Lawyers on Guard.

Ms. Kallen earned her JD from Vanderbilt University Law School and BA from Stanford University. Prior to her roles in the Office of the Attorney General of Virginia, she clerked for Judge Stranch on the US Court of Appeals for the Sixth Circuit and entered private practice at an AmLaw 100 law firm.
