On July 29, Special Counsel Noah B. Bleicher and Associate Carla J. Weiss presented to an audience of more than 200 government and industry representatives at the National Contract Management Association’s (NCMA) World Congress in Boston. Their presentation, titled “Hot Topics in Bid Protest,” covered a top-10 list of protest issues that government contractors should be aware of as they pursue procurements. The areas of discussion included the most common bid protest issues raised at the US Government Accountability Office (GAO) and the Court of Federal Claims. They explored why and when government contractors should raise these concerns, as well as how the forums resolve the challenges.

World Congress is the NCMA’s largest training and networking event for contract management, procurement and acquisition professionals. Over 2,000 participants from government (federal, state and local); industry; and commercial business will come together for networking and training for all career levels.
Mr. Bleicher, who recently joined the firm from the GAO, is a special counsel in the Government Contracts Practice. He represents large and small government contractors in a wide array of complex government contracts issues. Mr. Bleicher draws upon his unique and valuable insights from his service as a senior bid protest hearing officer to effectively resolve government contracts legal disputes and achieve his clients’ business objectives.
