Jenner & Block Special Counsel Damien C. Specht moderated a panel discussion of judges who shared their insights on recent decisions related to small business government contractors.  Panelists included Judge C. Scott Maravilla, dispute resolution officer and administrative judge, Federal Aviation Administration Office of Dispute Resolution for Acquisition; Judge Christopher Holleman, administrative judge, Small Business Administration Office of Hearings and Appeals; and Judge J. Jeremiah Mahoney, acting chief administrative law judge, U.S. Department of Housing and Urban Development, who presides over 8(a) Business Development appeals as part of an interagency agreement with the Small Business Administration.  The discussion was a program of the American Bar Association’s Small Business & Other Socioeconomic Programs Committee, of which Damien is co-chair; it was hosted by Jenner & Block and held at the firm’s D.C. office on October 9.

Damien is co-chair of the Government Contracts Corporate Transactions Group.  In addition to representing clients in all facets of government contracts mergers and acquisitions, he has experience in a wide variety of government contracts matters, including Federal Acquisition Regulation counseling, preparation of subcontracts and teaming agreements, contract disputes and both pre- and post-award bid protests.
