Jenner & Block Partner Thomas P. Sullivan will present a talk entitled “The National Trend To Record Custodial Interrogations” during the Pennsylvania Bar Institute’s Criminal Law Symposium in Harrisburg, Pennsylvania. With more and more police agencies video- or audio-recording entire prisoner interrogations, Tom will give examples and discuss the benefits of recording; give an analysis of objections to recording; and discuss the importance of statewide uniformity.  The Symposium will be held June 6-7, 2013; his presentation will be on June 7 from 11 a.m.-noon.

Tom, a former United States Attorney for the Northern District of Illinois, has handled civil and criminal trial and appellate litigation for more than 55 years.  He has argued numerous cases in the Illinois state courts, the U.S. Supreme Court, and federal district courts and courts of appeal.  His tireless efforts have been aimed at improving the American justice system.  Under then-Illinois Gov. George Ryan, Tom chaired the Illinois Governor’s Commission on Capital Punishment , which led to the Illinois law requiring videotaping of custodial interrogations in homicide cases.
